Unanimously, the Chamber of Deputies approved the opinion issued by the Culture and Cinematography Commission to reform Article 8 of the Federal Cinematography Law, requesting that all films screened in commercial cinemas include subtitles in Spanish.

Said modification will also oblige the subtitles to films spoken or dubbed into Spanish. In the case of children’s films and documentaries that must have dubbing in Spanish, they will also have texts.

More than two million Mexicans have a hearing disability

This opinion seeks to help people who suffer from a hearing impairment, to be included in any projection, regardless of the room or the schedule. The project had already been approved in March 2020 in the Chamber of Senators.

Currently Article 8 mentions the following:

“The films will be shown to the public in their original version and, where appropriate, subtitled in Spanish, in the terms established by the Regulations. Those classified for children and educational documentaries may be shown dubbed into Spanish “

With the draft Decree, the following modification would be made:

“The films will be shown to the public in their original version and subtitled in Spanish, in the terms established by the Regulations. Those classified for children and educational documentaries may be shown dubbed, but always subtitled in Spanish “

With the approval of the Chamber of Deputies, only the approval of the Executive will be needed to appear in the Official Gazette of the Federation.

Sergio Mayer, president of the Culture and Cinematography Commission, mentioned that the ruling will allow more than 2.4 million Mexicans with a hearing disability to have the possibility of entering cinemas.
